Use standard Debian tools to compile these into binary packages for your release, e.g.:

$ dpkg-source -x cntlm_0.33-1.dsc
$ cd cntlm-0.33
$ dpkg-buildpackage -rfakeroot
$ cd ..

The package will be there.
